Below is a 4 x 4 magic square with a magic constant of 13.

2.8	3.9	3.4	2.9

3.1	3.6	3.7	2.6

All four rows, all four columns, both main diagonals, all four corners, all four squares in the middle, … well, there are 86 combinations of 4 squares that add up to 13.  I will let you find them all.

Below is a 4 x 4 magic square with a magic constant of 13² (which is 169). 

42	39	36	52
37	51	43	38
50	34	41	44
40	45	49	35

All four rows, all four columns, both main diagonals, all four corners, all four squares in the middle, … well, there are 68 combinations of 4 squares that add up to 13².  I will let you find them all.
